We are happy to host leaders of this growing international movement and we look forward to sharing their good work with the public,” said Kyle Kajihiro.<br /><br />After Hawai‘i, the visiting Global Network Against Weapons and Nuclear Power in Space delegation will proceed to Jeju Island, South Korea, where the annual conference of the network will take place amidst intense protests against a proposed naval base.<br /><br /><div style="text-align: center;">- END -<br /></div><br /> </div></div></div></div></blockquote></div></div>HOAhttp://www.blogger.com/profile/11229138092382616823noreply@blogger.com0tag:blogger.com,1999:blog-5951909067228090372.post-56875384561804683912011-08-09T05:03:00.001-10:002011-08-09T05:03:48.908-10:00カマドゥー風船行動カマドゥー小たちの集いのみなさまから明日の風船行動のご案内です。<p><p>はいたい。<p><br>本日(8月9日)の琉球新報・沖縄タイムスにも報道されましたように、私たち「カマドゥー小たちの集い」は明日8月10日午前9時から午後3時まで、嘉数高台公園をはじめ、普天間基地の周りで、「ヘリ基地いらない二見以北十区の会」とともに、風船をあげることにしました。普天間爆音訴訟団も協賛しています。以下が、私たちからの呼びかけ文です。趣旨にご賛同くださる方は、どうぞご参加お願いします。一緒に(ご自宅ででも公園ででも)風船をあげて、「普天間の空・普天間の大地はわたしたちのもの」ということを確認しましょう。<p> カマドゥー小たちの集い<p>*** ***<p><p>■カマドゥー小たちの集いより<p><p> 普天間の空・普天間の大地は わたしたちのもの!<p>風船あげよう<p> わたしたち「カマドゥー小たちの集い」は、「基地は県外へ!」を要求して行動している女性たちの集まりです。このたび、次のように考え風船行動に取り組みます。<p> 1996年の日米両政府の普天間基地返還合意から15年経ちました。その間(それ以前はもちろんですが)沖縄県民は、数えきれないくらいのさまざまな取り組みをして「基地の県内移設」を不可能にしてきました。そして、基地の押しつけは沖縄県民に対する差別であると見抜き、「差別をやめろ」という声を大きくし、2010年には「県外移設」を公約する県知事をも誕生させました。<p><p> しかし残念ながら、普天間基地の空や大地はまだ沖縄県民のもとに戻って来ていません。ヘリなどの軍用機が爆音を轟かせながら頭上を飛び交い、わたしたちを侮辱し、わたしたちの暮らしや命を脅かしています。その上さらに、2012年には非常に危険な垂直離着陸輸送機MVオスプレイを普天間基地に配備するというのです。黙ってはいられません。日米両政府は、わたしたち沖縄県民の尊厳、暮らしや命を守りません。それどころか、ますます危険を背負わせるようなことをする以上、わたしたちは、自分たちで自分たちや次の世代の子どもたちを守るための行動をするしかありません。<p><p> 以上のことを踏まえ、「わたしたちの命を危険にさらすな!」「この空や大地はわたしたちのものだ!」「基地は県外へ!」を意思表示するために、わたしたちは風船を揚げることにしました。<p><p> 沖縄県民のみなさん、宜野湾市民のみなさん、この趣旨に賛同なさる方はぜひ一緒に風船を揚げましょう。これはそもそも法的にも何ら規制をうけるものではありません。一緒に風船を揚げて、「ここはわたしたちの空だ!」と確認しましょう。<p><p> 記<p><p>1.日時:2011年8月10日(水)午前9時〜午後3時ごろ<p>(2004年8月13日米軍CH53Dヘリ墜落から7年目の夏)<p>2.場所:普天間基地周辺(宜野湾嘉数高台公園 他)<p>3.風船について<p>〇直径50〜90cmの風船<p>〇20〜40mのテグスをつなげ、揚げるだけで、飛ばさず固定します。<p>〇ヘリウムガスを入れます(環境に悪影響を与えません)。<p>〇終わったら回収します。<p>〇風船にサングヮーをつけます。<p><p><<米軍関係者のみなさんへ>><p>風船を揚げる行動は、あなた方を危険に陥れるためにするものではありません。<p> 逆にわたしたち沖縄県民にとって、あなた方のほうが危険です。わたしたちは自分たちの島であなた方によって、暮らしや命が脅かされ、屈辱を受けています。このことは、沖縄島の約20%もの土地を基地として占領しているあなた方には実はよくわかっているでしょう。<p> 沖縄県民はこのことを決して許してはいません。「土地を返せ」「わたしたちの人権を侵害するな。尊重せよ」とわたしたしはずっと粘り強く、さまざまな行動で訴えてきました。<p>あなた方が基地として占領している土地もすべて、琉球・沖縄人の祖先が暮らしを営んできた大切なところです。すぐに返しなさい。「日本の国内問題」として責任逃れをせずに、あなたがたのいう「民主主義」「人権の尊重」が口先だけではないことを証明してください。<p> もし普天間基地の土地をわたしたちに返還するために移設が必要というなら、沖縄県内の辺野古や嘉手納でなく、またグアムでもなく、日本本土へ移しなさい。なぜなら、日本人(日本本土人)こそが、自分たちの土地を米軍に提供する日米安保条約を締結しておきながら、その義務をほとんど履行せず、勝手に沖縄の土地を差しだしてきたからです。<p> 繰り返しますが、あなた方を危険にさらすために、わたしたちは風船を揚げるわけではありません。しかし、それでもあなた方が危険だと思うなら、どうぞ、ヘリなどの軍用機を飛ばさないでください。<p><p><<日本人のみなさんへ>><p><p> わたしたちが日本人のみなさんへ求めるのは、沖縄で一緒に風船を揚げたりすることやカンパなどではありません。一日も早く沖縄から基地を引き取ることです。<p> 戦後の歴史だけみても、日本人は、1952年対日講和条約(サンフランシスコ平和条約)で沖縄をアメリカに統治させることによって自らの独立を手に入れ、そのアメリカ統治下の沖縄に日本本土の基地も移設・集中させることによって、基地被害から圧倒的に免れてきました。さらに、沖縄の基地を1972年の「沖縄の日本復帰」で「安保条約下の日本の基地」と言い換えることによって、「基地のない平和な日本本土」を築いてきました。<p> 沖縄のわたしたちは「基地を押しつけられた」当事者として、「イクサはならんどー」という言葉を大切にしながら闘い続けてきました。その闘いとは、座り込みや集会、デモなどの活動だけを指すのではなく、戦後から現在にいたる暮らしそのものがそうなのです。<p> みなさんは「沖縄に基地を押しつけてきた」当事者です。そのことを自覚し、「押しつけてきた基地を沖縄から引き取ろう」とまわりに呼びかけてください。基地反対運動まで沖縄に依存しないで、まず、一人からでも責任を担う行動を始めてください。そうすることによってはじめて、沖縄に依存しない自立した社会や歴史をつくる一歩を、日本人は歩むことができるでしょう。<p><p> 2011年8月<p>カマドゥー小たちの集い<p><p><p><p><p><p>■ヘリ基地いらない二見以北十区の会 より<p><p>普天間の空・大地を取り戻す行動に名護市民として参加します<p><p> 私たち「ヘリ基地いらない二見以北十区の会」は、日米両政府が普天間飛行場代替施設=辺野古新基地の建設を計画している名護市東海岸・二見以北十区の住民で構成する住民団体です。1997年10月に結成以来14年間、地域と子どもたちの未来を奪う基地建設に地元住民として反対の活動を続けてきました。<p> 97年12月に行われた名護市民投票で私たちは、日本政府による権力と金力を使ったあらゆる妨害・圧力をもはねのけて「基地ノー」の市民意思を内外に発信しました。そのときに私たち名護市民・地域住民を支えてくれたのが、「カマドゥ小たちの集い」の勇気ある行動でした。<p> 彼女たちは、戦後この方、自分たちが受け続けてきた耐え難いほどの爆音・騒音や墜落などの事件・事故の恐怖を、同じ沖縄の名護市民に味わってほしくないという一心で名護に駆けつけてくれました。「カマドゥ」の女性たちと「十区の会」の女性たちがペアになって、市内各戸を訪ね、普天間基地の危険性を体験者として伝え、「反対してください」と訴えた行動は名護市民投票を勝利に導く大きな力になったと私たちは確信しています。名護に移設して自分たちの苦しみを終わらせようというのではなく、狭い沖縄のどこに移しても同じ、という彼女たちの思いは多くの人々の心を揺り動かし、その後の沖縄の方向性をも示す先駆的なものだったと思います。<p> この14年間、時には絶望しそうになりながらも、反対の灯をともし続けてきた地域住民・市民の願いが、ついに基地建設反対を明確に打ち出す名護市政を誕生させ、圧倒的な県民世論によって沖縄県政も「県外移設」へと舵を切り、辺野古移設=県内移設反対が全県民の意志をして表明されるにいたりました。<p> ところが日本政府は、「辺野古移設ができないなら普天間基地は固定される」と、自分たちが「普天間基地返還」を約束しておきながら、それができないのは沖縄県民のせいだという責任転嫁、脅しをかけてきています、私たちは移設先とされた名護市民・地域住民として、これに厳しく抗議し、日米両政府が約束の期限をとっくに過ぎた普天間基地を宜野湾市民・住民に即刻返還するよう求めます。<p> 私たち十区の会は、「普天間の空・大地はわたしたちのもの」「基地は県外へ」という「カマドゥ小たちの集い」の意思表示を支持し、次世代の子どもたちを守るための風船行動をともに行うことを表明します。<p><p>2011年8月8日<p>ヘリ基地いらない二見以北十区の会<p><p><p><p><p>■カマドゥー小たちの集いからの呼びかけ英語版<p><p><p>The Sky and the Earth of Futenma Belong to Us<p> Let's raise balloons !<p><p> We, Kamadou gwa tachi no Tsudoi, are a group of women who demand that<br>the military bases on Okinawa should be moved out of Okinawa<br>Prefecture. We have decided to initiate a balloon action for the<br>following reasons.<p> Fifteen years have passed since the U.S. and Japanese governments<br>agreed in 1996 to return Futenma base to us. During those years (and<br>of course, before as well) Okinawans have made countless efforts of<br>every sort to make the relocation of Futenma base within Okinawa<br>impossible. And as it became clear that the forcing of U.S. bases on<br>Okinawa is a form of discrimination, we raised our voices louder<br>against it. And 2010 saw the election of a Prefectural Governor who<br>had made the removal of Futenma base from Okinawa a public promise.<p> However, the sky and the earth of Futenma base have not yet been<br>returned to the people of Okinawa. Helicopters and other military<br>aircraft roar overhead, disrupting our livelihood and threatening our<br>lives. On top of that, they say they are going to station the<br>notoriously dangerous MV Osprey vertical landing and takeoff aircraft<br>on Futenma base in 2012. We cannot be silent. The governments of<br>Japan and the U.S. do not protect the dignity, the living, or the<br>lives of Okinawans. Rather, they mean to burden us with greater and<br>greater danger. As a result, we have no choice but to protect<br>ourselves and our children, the next generation, by our own efforts.<p> For these reasons we have decided to raise balloons as an<br>expression of our will: "Do not endanger our lives!"; "This sky and<br>earth belong to us!"; "Move the bases out of the prefecture!"<p> People of Okinawa, citizens of Ginowan! If you agree with this<br>purpose, then join us in this balloon action. It is not prohibited by<br>any law. On the contrary, to us<br>Okinawans your presence here is dangerous. Here, on our own islands,<br>we are insulted by you, and our livelihood and our lives are<br>threatened by you. You who occupy 20% of Okinawa Island for your bases<br>must surely understand this well.<p>We Okinawans have never given you permission to be here. Tenaciously<br>and by means of all sorts of actions, we have appealed to you: Return<br>our land! Don't violate our human rights! Treat us with respect!<p> The land you have occupied for your bases is where our<br>Ryukyu/Okinawan ancestors lived their lives, and is precious to us.<br>Return it! Do not try to evade your responsibility by calling this a<br>"Japanese domestic issue". Prove to us that your talk of "democracy"<br>and "respect for human rights" is not just lip service.<p> If you still insist that the only way to return the Futenma land to<br>us is to relocate the base, then relocate it to mainland Japan.<br>Because while it was the Japanese (mainland Japanese) who entered into<br>the Japan-U.S. Security Treaty, which allows U.S. bases on Japanese<br>land, they have mainly avoided bearing the burden of their treaty<br>obligation by offering up Okinawan land instead.<p>We repeat, we do not send up these balloons to endanger you. But if<br>you do think them dangerous, then please refrain from flying any<br>helicopters or other military aircraft.<p><p><<To the People of Japan (Yamatu/Mainland Japan)>><p><p>What we ask of you Japanese people (mainland Japanese) is neither that<br>you raise balloons with us in Okinawa, nor that you raise funds for<br>us. What we ask is that you take back the U.S. bases from Okinawa as<br>soon as possible.<p>Looking only at Japan's postwar history, we can see how, with the 1952<br>San Francisco Peace Treaty, Japan got its independence in exchange for<br>agreeing to the continued U.S. rule of Okinawa. And by moving U.S.<br>bases to Okinawa, Japan was largely able to escape the damage that<br>comes with them. And then with the 1972 reversion of Okinawa to<br>Japan, the situation was redefined as "U.S. bases authorized under the<br>Japan-U.S. Security Treaty", and the myth of "peaceful, almost<br>base-free mainland Japan" was born.<p>We Okinawans, as the party upon whom these bases are imposed, valuing<br>the words "ikusa ya narando" (no war), have long struggled against<br>these bases.<p>This struggle does not simply mean sit-ins, rallys and demonstrations;<br>it means our daily life itself, from the end of the war to the present<br>day.<p> You are the party who forced these bases upon us. Be conscious of<br>that fact, and appeal to those around you: "We should take back the<br>bases we forced on Okinawa." Give up this dependency you have on<br>Okinawa, even for the anti-base movement, and begin to take<br>responsibility yourselves. Our link is http://bit.ly/ezarzI)<br /><br />On February 3, 2011, amid local people and their supporters’ protests and calls for dialogue, members of the Okinawa Defense Bureau marched in and began felling trees in the Takae area of the Yanbaru forest in Okinawa, Japan to resume the construction of six new helipads for US military. <br /><br />The resumption of construction has brought a new intensity to the stand off between the Okinawa Defense Bureau and the local people and their supporters,who have been carrying out a peaceful sit in protest to protect the living environment and the Yanbaru forest. <br /><br />The Citizens’ Network for Biological Diversity in Okinawa (Okinawa BD) is calling for your attention to this latest development in the Yanbaru forest and is asking for your action to help halt the Okinawa Defense Bureau’s construction work in the forest. <br /><br /><Yanbaru Forest><br /><br />Located in the northern area of Okinawa Island, the Yanbaru forest (about 26, 000 ha)<br />is one of the richest areas of biodiversity in Japan. It is home to over 1,000 species of high plants and 5,000 species of animals, including numerous indigenous and endemic species such as the endangered Okinawa Woodpecker and Okinawa Rail. <br />It is also home to people who live in small and isolated communities. <br />Takae is one of these communities.<br /><br />The Okinawa prefectural government promotes the Yanbaru forest as a key area in its efforts to get the Ryukyu Islands designated as a UNESCO World Natural Heritage Site. <br /><br />The Japanese government announced its intentions to designate the Yanbaru forest as a<br />national park during the10th Conference of Parties to the Convention for Biological Diversity(COP10) held recently in Nagoya, Japan. <br /><br /><br /><Helipad Construction><br /><br />Since 1957, the US military has been using a large part of the Yanbaru forest for training. Today, 30% of the Yanbaru forest is a US military training area. In this training area, there are already 22 frequently used US helipads, causing various problems to the environment and the nearby local communities. Thus, since the construction plan was revealed in 1999,local people, NGOs, and experts have been opposing to the plan and expressing their concerns that the construction of new helipads in the Takae area will certainly further impact the Yanbaru forest and the Takae community. <br /><br />After conducting its Environment Impact Assessment for the helipad construction plan, the Okinawa Defense Bureau has concluded that the construction and use of the helipads would have no impact on the environment and the community. While local people, NGOs, and scientists/experts have criticized the EIA for its lack of transparency, accuracy, and reliability, the Okinawa Defense Bureau has been proceeding with the construction plan, based on the EIA’s “no-impact" conclusion.<br /><br />International voices, meanwhile, have been loud and clear. The International Union of Conservation for Nature (IUCN) has twice called for conservation of the endangered Okinawa Woodpaker and Okinawa Rail in the forest. On the occasion of COP10 in Nagoya, the Guardian newspaper urged the Okinawa Defense Bureau to “consider alternative sites [for helipad construction] that will not impact Okinawa's unique biodiversity.”<br /><br />This is why the residents of the Takae community and many others have been opposing the construction plan and calling for explanation and dialogue with the Okinawa Defense Bureau.(For info on actions taken by local communities, NGOs, and scientific communities, please see the list below).<br /><br /><Okinawa Defense Bureau Filed Lawsuit><br /><br />So far, the Okinawa Defense Bureau has shown no willingness to resolve the criticism and concerns. Instead, it has reacted to the local opposition by filing a lawsuit against residents of the Takae community for obstruction of traffic in November 2008, who were engaged in a peaceful sit in protest against the helipad construction.<br /><br />In what many consider a “SLAPP lawsuit,” the court has ordered both the Okinawa Defense Bureau and the local residents to enter negotiation outside of court. Negotiation has not, however, has taken place as the Okinawa Defense Bureau keeps declining to negotiate.<br /><br />It is in light of these developments that the Okinawa Defense Bureau marched in and began felling trees in the Takae area of the Yambaru forest and the stand off between the Okinawa Defense Bureau and the protesters has intensified.<br /><br /><Please Voice Your Objection and Concerns!><br /><br />We of the Okinawa BD ask the Okinawa Defense Bureau and the Japanese government to immediately halt the helipad construction in the forest.
