MMC presentation summary 1

Hi everyone,

Thanks to all your support and information (including photos, documents, your previous contact with MMC, etc), I think our presentation at MMC in Hawaii went very well.

This is my summary (part 1) of our presentation. I will write another one later today or tomorrow.

First, Miyoko from Center for Biological Diversity provided an overall picture of the environment of Henoko/Oura bay, the base construction plan, and the lawsuit.

Then, Takuma described problems of EIA surveys (underwater video camera setting up on dugongs' pathway, survey equipment for collecting coral eggs damaging corals) and cultural significance of dugong, and how he as a local person sees the construction plan in his own community.

Finally, I talked about the current political situation in Japan, problems with the Draft EIS (conclusions of draft EIS vs governor's comments) and Dugong as a both cultural and environmental symbol.

Then our presentation was followed by a questions/answer session. I will write this part later.

What I really liked was that the commission appeared to be very open to and supportive of our requests/suggestions.

Miyoko suggested MMC to write a letter to the DoD, describing the imperiled status of the dugong and its obligation to conduct and independent analysis of impacts, minimize impacts, and look at alternatives to protect dugong etc.

Miyoko also suggested MMC to comment on NHPA analysis once it comes out.

Takuma and I requested MMC to have a scientific review of the Japanese EIA and give advice to the DoD, and to request the DoD to conduct an EIA with the Japanese government.

Takuma in fact went further to invite the commission to come to see the environment of Henoko/Oura Bay.

We made sure the commission understands that these suggestions/requests are made because the DoD is the one who will use the base if it's constructed and because the lawsuit legally holds the DoD accountable for their role/action in this issue.

The commission said that they would follow up our suggestions/requests because these "are very much consistent with what they've been doing (trying to do)."

Their words are very encouraging.

皆さんの協力と情報（写真とか書類とか前もってのMMCへの連絡などなど）ありがとうございます。ハワイでのプレゼンとてもうまくいきました。
今回は私たちのプレゼンの要約を送ります。明日かあさってにまた報告するつもりです。
最初に生物多様性センターのみよこさんが辺野古・大浦湾の環境、基地建設計画そして裁判の映像を見せました。
それから琢磨さんが環境影響評価調査の問題（ジュゴンの通り道への水中カメラの設置、珊瑚を破壊しての珊瑚卵を集める調査機器など）と、ジュゴンの文化的重要性、そして地元の人間として、彼の住む地域へのこの建設計画をどう見ているかについて説明しました。
最後に私が日本の政治的近況と、環境影響評価準備書（準備書に対する知事意見を含む）に付随する問題と、文化、環境両方においての象徴であるジュゴンについて話しました。
その後の質疑応答については後で報告します。
委員会がとてもオープンで、私たちのリクエストや提案に協力的であったことは本当に良かったです。
みよこさんがMMCに、ジュゴンの危機的状況と、独自の影響評価の分析調査を行うことの責務、影響の最小化、そしてジュゴンを保護するため代替を探すことを説明する手紙を国防省に出すように提案しました。
みよこさんはまたＮＨＰＡ（National Historic Preservation Act,「国家歴史保存法」の見解が出たらすぐにそれについてコメントすることも提案しました。
たくまさんと私はMMCに日本の環境影響評価の科学的見直しをし、国防省にアドバイスすること、そして日本政府と共に環境影響評価を行ってほしいという提言をすることを
頼みました。
たくまさんは実際に委員会が辺野古・大浦湾に見に来るように招待もしました。
私たちの提案・リクエストの理由が、この基地が建設されれば国防省自体が使うこと、裁判は法的に国防省をその役割や行いの責任を負うと拘束するものであるからと委員会がきちんと理解してくれたと思います。
委員会は私たちの提案・リクエストに答えると言ってくれました。なぜならそれは彼らのやってきたこと、やろうとしていることに全く一致しているから。
彼らの言葉にとても励まされました。

Introduction of Hawai'i Okinawa Alliance: ハワイ・オキナワ アライアンスの紹介

The Hawai`i Okinawa Alliance (or, HOA -"friend" in Hawaiian) is an network of Uchinanchu (Okinawans) and allies in solidarity for the advancement of international peace, indigenous/human rights, social justice and ecological sustainability.

Given the parallel histories of the Uchinanchu and Kanaka Maoli (Native Hawaiians), we maintain solidarity in our collective struggles for demilitarization and decolonization.
