Ongoing Petition on Guam EIS/ グアムの軍事化計画を明らかにし、検証する機会を求める署名がはじまっています

Please support the petition campaign going on in Guam.... People want U.S. Military to reveal their plans to acquire land and to extend the period of time residents have to review and respond to said plan.

In 2006, Washington and Tokyo agreed to shift thousands of U.S. Marines from Okinawa after complaints that, with half of Japan's population of 47,000 US military personnel, the island was over burdened. Part of the deal struck by the two nations involved the relocation of forces and a massive military buildup on the island of Guam, without consulting the Guamanian population. Currently the US military occupies approximately 1/3 of the Guam's landmass. One of the many issues local Guam residents are concerned about are the measures the military will take to acquire the additional lands they seek to complete their mission. An Environmental Impact Study (EIS) was released last November using vague language making it unclear to private landowners whether or not the military would seek to negotiate with landowners instead of resorting to the use of eminent domain and/or land condemnation. This petition calls for the military to reveal to the public their plans to acquire land and to extend the period of time residents have to review and respond to said plan.

2006年、在日米軍4万7千人の半分が駐留する沖縄の過剰負担の不満を受け、日米両政府は、沖縄からグアムへの数千人の海兵隊の移転に合意した。日米2カ国による合意には、グアムの人々との協議もなく決定された、グアムへの米軍隊の移転と大規模な軍事強化(military buildup)が含まれていた。

現在、米軍はグアム島全体の約三分の一を占領している。グアムの地域住民が懸念する多くの問題の1つは、米軍が計画遂行のために行う更なる土地入手の手段である。昨年の11月に、「環境影響評価書」(EIS)が公告縦覧されたが、曖昧な言葉が使用され、政府の土地収用権および/または土地収用の行使でなく、米軍が土地所有者との交渉を求めていくのかどうかが、個人の土地所有者に対して明確にされていない。この署名は、米軍に対して、土地の入手に関わる計画を明らかにするとともに、計画を検証し、そして意見を述べるための期間の延長を求めるものである。

名護市長選―移設反対の稲嶺氏当選確実

 【名護】任期満了に伴う名護市長選挙は24日投開票され、米軍普天間飛行場の辺野古移設に反対する新人の稲嶺進氏(64)=無所属、社民、共産、社大、民主、国民新、政党そうぞう推薦=が、移設を条件付きで容認してきた現職の島袋吉和氏(63)=無所属、自民、公明支持=を破り、当選することが確実になった。

 5月末までに移設先を決定する鳩山内閣にとって、日米合意された同計画の選択は極めて困難となった。

 コロンコ記者は辺野古で基地移設に反対して座り込みを続ける当山栄さんらから話を聞いた。当山さんは移設の経緯や新政権の対応、市長選挙立候補者の考えなどを説明した。「沖縄に日本の基地の75%があるのはおかしい。県民の多くは辺野古への移設に反対している。アメリカの侵略戦争に反対し、豊かな自然を守るため座り込みを続けている」と話した。
 コロンコ記者は「現場にどのような意見があるのか知りたかった。辺野古はきれいで守るべき自然があると思う。反対する理由が理解できた」と述べた。

【知花愛実通信員】12日、米国のヒラリー・クリントン国務長官がホノルル市を訪れ、市内にある東西センターでアジア太平洋問題についてスピーチを行った。滞在中、太平洋地域のリーダーと面会し討議するほか、この後、パプアニューギニアを訪問し、環境保護問題などについて会議を行う。
 クリントン国務長官到着時、東西センターの前では、反戦・反基地を訴える活動家らが集まり、懸案の普天間基地移設問題を前に、基地縮小の意を訴えた。地元ハワイの人々をはじめ、ネーティブハワイアン、グアム、沖縄などさまざまな地域出身の人々が集まり、抗議行動に参加していた。

[Megumi Chibana, Correspondent] On January 12th, US Secretary of State Hilary Clinton, visited Honolulu, spoke about the problems in Asia and the Pacific at the East-West Center. During her stay in Honolulu, she met with other leaders from the Pacific region to discuss the issues of (the pacific). After this, she visited to Papua New Guinea and conducted the meetings for the environmental issues.
When Clinton arrived at the EWC, anti-war and anti military base activists gathered in front of the center, and appealed the reduction of military bases and the Futenma relocation issues. People from different background and places, including Hawai'i locals, native Hawaiians, people from Guam and Okinawa, joined this protest.

 Mr. Kyle Kajihiro, the representative of this demonstration, said, " We don't need bases anywhere in Okinawa, Guam and in Hawai'i. We demand not to move the bases from here to there but to reduce them overall. Even though the places in which we live, are the remote far away small islands, however, we have the right to live peacefully. We don't want our lands to be used for the military camp."

Support for a petition campaign "Stop US helipad plan in Takae, Okinawa"

gratitude for support & sharing!

If you haven't already, would you consider literally a minute to support for a petition campaign "Stop US helipad plan in Takae, Okinawa," which has been started in 2008 but still continued. (If you have already signed before, thank you very much for your support! )

Okinawa Defense Bureau has been planning construction of 6 US Military helipads in Takae, Higashi Village, in northern part of Okinawa Island. Takae is about 1 hour from Henoko by car. The attached PDF file is about Takae.

14 residents including children were filed for provisional disposition of "traffic obstruction" by Okinawa Defense Bureau (because they sit-in in front of the gates of miliary traning area). Residents gained support from lawyers and requested the court in Okinawa to reject the request from Okinawa Defense Bureau. 12 residents were freed but the court ordered 2 residents not to obstruct traffic and should not continue sit-in action. Residents of Takae and the lawyers' group are going to ask the court not to prosecute the two residents and to stop the construction.

Mr Okada, Minister of Foreign Affair will visit Hawaii to meet Mrs Clinton on 12th January 2010.

It is reported that Mr Okada, Japan Minister of Foreign Affair will visit Hawaii to meet Mrs Clinton on 12th January 2010.
 
It seems to me a good coincidence that they will meet at the place where MMC took place, in which American specialist in Marine Mammal come to deeply understand the situation of Dugong in Okinawa. Either US marine airfield or Dugong, relative species  of Manatee should extinct from Okinawa.

Riding on the Heiwa Maru (Peace) across the Oura Wan Bay...

Thanks to Takuma san, we went for an hour and half boat ride on the Oura Wan Bay.
The sea was really calm, although it was raining... We enjoyed its clear blue water and colorful fishes!
Then we took a short tour to small island and listened to Takuma san's ohanashi...

"Oura Wan Bay is fan-shaped, and the sea bottom sometimes goes very deep such as at 60m depths. This type of topography is rare for Okinawa Islands, as most of these islands are surrounded by coral reefs...This unique shaped bay holds complex and rich ecosystems...(Marin Life of Oura Wan Bay)"
