　米軍北部訓練場の一部返還に伴う東村高江へのヘリコプター着陸帯（ヘリパッド）移設をめぐり、沖縄防衛局が現場で反対運動をする住民２人に対して、通行妨害の禁止を求めた訴訟の第５回口頭弁論が１日、那覇地裁であり、酒井良介裁判長は「司法権を行使しても真の紛争解決はできないと思う。双方でよく検討し対話を持ってほしい」との異例のコメントを読み上げ、双方に歩み寄りを求めた。

　一方、５月に和解を勧告していた酒井裁判長は、現時点でも和解に至らず、「和解の骨格をつくることも困難な状況」として和解勧告を中断し、判決に向けて争点整理など審理を進めていく方針を示した。

　ただ、「判決が相当との考えに変わった訳でない」とし、あくまで和解が望ましいとの考えを強調した。同訴訟については「国民同士が戦争をしているのではと思った」との感想を漏らし、「問題の根本は北部訓練場の返還計画にあり、その問題が解決しないと抜本解決とはいかない。計画の是非は政治的問題であり、司法判断になじまない」との考えを示した。

　事後集会で、住民側の池宮城紀夫弁護士は裁判長の発言について「異例のコメント。国が訴えているが、国が勝っても何の解決にもならないという意味だ。国は重く受け止め、訴えを取り下げるべきだ」と話した。

　沖縄防衛局は沖縄タイムスの取材に対し「係争中の事件なのでコメントは差し控えたい」とした。

　この日の弁論では、裁判所が国側に求めていた妨害についての具体的な主張・立証が提出されなかったことに、住民側は「不誠実でけしからん。裁判を引き延ばして住民を弾圧している」と非難。国側は「精査中である。期日に間に合わず申し訳ない」と答えるのが精いっぱいだった。

　ヘリパッド訴訟　沖縄防衛局が今年１月、２００７年７月の着工以降、現場で座り込み運動などを展開する住民２人を提訴。国は今年２月に工事を再開したが、３月以降は中断している。移設は１９９６年の日米特別行動委員会（ＳＡＣＯ）最終報告に基づくもの。

President Obama is sending the nuclear-powered aircraft carrier USS
George Washington (carrying 75 warplanes and a crew of over 6000) and
other warships for additional war-games with the South Korean military
beginning this Sunday, November 28.

基地のない復帰50年目をめざして

去る9月26日に開催された「沖縄の未来を拓く市民ネット」設立総会での新崎盛暉さんと伊波洋一さんの講演で、知事選に出馬している伊波洋一さんより次の言葉がありました。

私は、県内移設に終止符を打つために、必ず、当選したいと思います。

（後援会の結成総会と発足式、事務所開きの）挨拶で、私は、基本的に三つのことを述べました。

一つ目には、私が県内移設に反対して当選することで、辺野古移設をなくすことができるということです。私はそのように信じています。

二つ目は、私がめざすものは何かというと、沖縄県民が主体となった県政をつくっていくことです。つまり、日本政府に依存するけん制ではなくて、我々が自ら沖縄の将来を選択できる県政を実現していくことです。

三つ目は、私たちは発展をしていこうということです。沖縄は、価値あるものをいくつも持っています。沖縄の価値をみずから再発見しながら、発展していきましょう。

…私はこの十二年間が混迷の十二年であったと思っています。いわゆる県内移設に翻弄された十二年間です。その間にSACO交付金も生まれました。米軍再編交付金も生まれました。島田懇談会事業も生まれました。

この十二年間にこれだけの遅れ、これだけの失われたものを、次の十二年間をかけて取り返していきましょう。そして私たちは、十二年後に、今年は復帰三八年ですから、十二年後には復帰五〇年です。その復帰五〇年の年に、私たちは新しい沖縄を実現していきましょう。

新しい沖縄の知事に期待したいこと

　広島市長は、原爆で亡くなった方のためにも、恒久平和を願い、被ばく国として率先して、国内外に核廃絶を訴えているリーダーである。その広島市の平和宣言を聞いていると、沖縄の知事になる人も、秋葉市長のような「パブリックスピーチ」を大事にする人になって欲しいと思う。スピーチや演説が、世界へ向けて沖縄から平和を発信するチャンスとなるし、日本政府の沖縄に対する構造的差別や基地の押しつけなどを訴えるチャンスにもなる。これまでの沖縄の平和宣言にもそのことは含まれているかもしれない。だが、プレゼン力が弱くていまいち訴える力が弱い。広島の秋葉市長の201年度の平和宣言が、早速、広島市のＨＰから見ることできる。

英文もある。

しかも、1991年の平敬市長の時代には、この平和宣言の中で、日本の植民地主義、加害の歴史について、アジア・太平洋地域の人々に大きな苦しみと悲しみを与えたことについてちゃんと謝罪があったようだ。秋葉市長は、あえてこのことについて言及してないのかどうかはわからないが、残念ながら触れてない。

参考にしたい点は、広島市のHPでは秋葉市長が日本国内外の会議や講演会で行ってきたスピーチがすべて掲載されている点、1947年からの歴代の市長の平和宣言もアーカイブ化されていることなどだ。広島市の平和宣言は、1947年（昭和22年）以来、1950年（朝鮮戦争勃発のため中止）を除いて、毎年原爆が投下された8月6日に発表されているようだ。

ちなみに、今年の沖縄県知事の慰霊の日の平和宣言は、ここで読めるが、沖縄県の場合、これまでの平和宣言がウエブ上では探せなかった。（もしかしたらウエブのどこかにあるのかも・・・）こちらは、沖縄県ではなく、大学が発行しているウエブサイト。→沖縄平和宣言

今回の広島の平和式典は、あくまでも慰霊の場でありながらも、被ばく国として核廃絶を世界へ訴える場になっていると言われ、国連事務総局長やアメリカ大使の参加が話題になっていた。広島市は74カ国の大使に式典の招待状を送っており、式典への参加が核兵器根絶へのスタンスを問う形になっているという点でも非常に興味深い。

とにかく、次の沖縄の知事にはパブリックスピーチの内容やプレゼンの技術についてもっと研究して欲しい。Okinawa Dugong から次の知事へ期待することは、
１）歴代の平和宣言をアーカイブ化すること、英文版・琉球・沖縄語版などものせること、
２）知事の海外や国内でのスピーチ・講演会などについても同様にすること、
３）（もちろん）これまでの平和宣言の内容については十分に徹底的に批判的に検討すること、
４）スピーチチームなるものを結成し、独自の新しい沖縄の平和宣言を作ること、
５）スピーチのチャンスが沖縄県にとって広報のチャンスであると意識をもつこと、
６）とりあえず、闘う知事であること！（これは欠けてならない基本姿勢だー）
７）当たり前だが、原稿を棒読みしなこと、（棒読みする方に投票するほうも問題）
８）説得力もあり、熱意を感じ、人々の心を揺さぶるようなスピーチをすること、

どんなに演説がうまくてもそう簡単には政治家や官僚は信じられないというか喜んでもいられないのだが・・・。やっぱり大事なのは、一般のひとびとが、地道にコツコツと核廃絶・脱軍事化のために草の根で活動を続け、そして、この草の根のネットワークを拡大し、どんどん政治家や政府官僚にプレッシャーを与えることが大事かなと思う。

普天間爆音訴訟 支援・連帯行動＠東京・全水道会館

伊波市長、島田善次氏による、２０１０年７月２９日の福岡高等裁判所那覇支部民事部による判決の報告です。


～伊波市長からは、次の報告がありました。～
1日200－300回を超える飛行状況に対し、これまで3回の訪米活動を行ってきた。
2004年7月訪米し飛行実態の問題を訴えた直後の8月、沖縄国際大学にヘリが墜落した。
米国には「連邦航空法」というものがあり、もっとも事故の起こりやすい離着陸時の危険や、弾薬や薬品の飛散による被害を防ぐために「クリアゾーン」が設定されている。その「クリアゾーン」には住宅が建てられない、都市開発ができないなど、土地利用に制限がある。言い換えれば、米軍の飛行訓練における旋廻コースは基地の範囲内というわけである。これが米国内では厳格に適用されている。

1996年以降、米国国防省は外国にある米軍基地（キューバやパナマなど）にもこの環境基準を適用させようとしているが、在沖米軍基地にこれを適用させまいとしているのは日本政府である。日本政府は普天間の土地を日米安保に基づき提供しているのみであって、それを飛行場として使用することを決めたのは米軍。日本政府が民間の飛行場としての安全基準を守る責任はない、という論理でこれまでその責任を放棄してきた。

このような基地は本国に引き取ってもらうべきだ。

司法の場で普天間飛行場の飛行訓練のあり方の問題が認定された。
原告はお金がほしくてやっているんじゃない。


～共産党の赤嶺政賢さん～
国会に出て10年。日米安保で政府との論戦を交えてきた。
安保の問題を訴えるときにもっとも強力なのが、＜事実＞である。
日米間で合意された騒音防止協定が守られずに夜間飛行訓練が続いていること。
宜野湾市が率先して行ってきた地道な記録活動で蓄積されたデータが、この訴えの根拠になった。
今回の判決において、騒音防止協定が形骸化するまで日本政府は何もできてこなかったということを司法に突きつけられた。

1993年米国議会は、19世紀末期のアメリカ合衆国によるハワイ王国転覆と併合が違法であったことを認める両院合同決議文を採択し、当時のクリントン米大統領はそれに署名、ネイティヴ・ハワイアンに謝罪した。『アクト・オヴ・ウォー：ハワイ王国の転覆』は、その年に制作、発表され、世界各地の映画祭で上映、受賞された。 1982年以来ハワイの文化や歴史、言語、環境、政治に関するドキュメンタリーをつくってきたNā Maka o ka ‘Āina（「大地の眼」）とKamakakūokalanai Center for Hawaiian Studies（ハワイ大学マノア校ハワイ学研究所）による制作。


青春の祭
青春祭（英題；Lost Youth）

台湾白色テロのオーラルヒストリー映像。「ただ誠実だけでは生きていけない時代に　英雄を志すのは　自分で波瀾の生涯のシナリオを描き　そして時代の動乱の悲劇の生き証人になること」台湾に戒厳令が布かれていた50年代から70年代、白色テロの受難者8名が2002年にふたたび、昔囚われの身として青春を埋めた土地へ戻った。彼等は自然の監獄、緑島の「新生訓導処」と「緑洲山荘」をバックに自の体験を語る。 　


光州5．18
화/140;한 휴가（原題訳；華麗な休暇）

5．18光州民主化運動もしくは光州民衆抗爭は、韓国の光州で民主主義政府樹立と全斗煥などの新軍部勢力の退陣、戒厳令撤廃などを求めて1980年5月18日から同月27日まで行われた民主化運動である。この民主化運動に対して新軍部は軍を動員して暴力的に鎮圧し、多くの死傷者を出した。この5．18光州民主化運動は、それまでの韓国民主化運動の流れを変えた歴史的な民主化運動である。

8月2－3日にかけて、伊波洋一市長が来京します。
普天間基地はグアムへに移設するよう求めるのではなく、無条件撤去を求める。

Still Present Pasts / IF NOT NOW, WHEN

ハワイ、オアフ島ビッショップ博物館にて行われている歴史家とアーティストによるコラボレーションを紹介します。９月まで行われるそうです。ちなみに、ローカルアーティストたちもこの（審査つき）展示会に出展しているそうです。 

 

朝鮮戦争の犠牲者から話を引き出し、戦争が未だに解決されてないということを我々に気づかせる。忘れられた戦争といわれるこの戦争の記憶と遺産を（インスタレーション、パフォーマンス芸術、ドキュメンタリーフィルム、記録写真、オーラルヒストリー）を通して探求する。この展示会は歴史を記憶する公共の空間となる。戦争を体験したコリアンアメリカンが、パーソナルストーリーを具象化し、アメリカ合衆国とコリアの悲劇的な歴史的な出来事についても沈黙を破る。

Exhibition Overview

Still Present Pasts will be held at the Bishop Museum from June 25, 2010 through September 26, 2010. The Hawaii showing of Still Present Pasts will include the traveling exhibit as well as a companion exhibit featuring local artists.

 

The Still Present Pasts traveling exhibit has toured through several major cities in the United States (including New York, San Francisco, and Los Angeles) and has shown in Seoul. Still Present Pasts is an interdisciplinary, multi-media exhibit based on oral histories of first and second generation Korean Americans covering their memories and legacies of the Korean War. The exhibit includes oral history excerpts (presented as text, audio and video), original artwork inspired by the oral histories, interactive installations, video art, historical photographs from the Korean War, and didactic panels that provide historical context for the exhibit. Film Event

Finally, Still Present Pasts will also include a film event. We will screen Deann Borshay’s film about Korean Americans’ experience of the Korean War. Following the screening, Ms. Borshay will discuss her film and answer audience questions about the film.

Docent-led Tours

Throughout the event, we will offer docent-led tours. We would like to offer tours in both Korean and English. We would also like to make this a deeply personal experience and hope to offer tours by veterans who will share their personal experiences of war, older Koreans who will share their personal experiences of living through the Korean War, and younger Koreans who will share how the Korean war has affected, and continues to affect, their families.

Companion Exhibit

The Hawaii showing of Still Present Pasts will also include a companion exhibit called IF NOT NOW WHEN featuring the work of local artists exploring the shared histories of all communities experiencing the harms of war. To ensure that the art reflects the theme and quality of Still Present Pasts, the companion exhibit will be a juried show. Local artists who are interested in exhibiting their work will submit their pieces beforehand and our juror, Allison Wong, the Executive Director of The Contemporary Museum, will select those that best reflect the theme. The selected pieces will be displayed at the Bishop Museum alongside the traveling exhibit.

To mark the opening of Still Present Pasts, we will hold two separate events with two different target audiences. The first is the official Opening Reception and Panel and Commemoration of the 60th Anniversary of the Korean War. This event will take place on the evening of June 25, 2010 (Friday) at the Bishop Museum. The event is FREE and open to the public. We specifically hope to attract media, dignitaries, and Korean and art enthusiast community members. The event will include a reception, cultural presentations (Korean dancing and drumming), a panel discussion about remembering the Korean War, and docent-led tours of the exhibit.

IF NOT NOW WHEN ART & MUSIC FESTIVAL – June 26, 2010 - FREE!

The second event is a youth oriented event targeted at engaging young people in cultural events and discussions about war and its affect on our communities. We also want to educate our youth about the Korean War, so that it is no longer remains the “forgotten war.” This event will take place on the evening of Saturday, June 26, 2010 at the Bishop Museum. The event will feature both educational and entertainment components including Slam Poetry and live performances by local talent. We'll be featuring popular Korean American hip hop artists.

 

To ensure that the youth attendees actively engage with the exhibition, all attendees are invited to participate in a digital art contest. The participants will first view the exhibit and then use any form of digital media to produce an artistic reaction to the exhibit. Our juror, internationally recognized local artist John Koga, will then select the winners from a number of categories (high school, adult, etc.).

「学生運動」がほとんど死語となった現在、一学生、一市民として何かしたいと思っていても、政治や社会問題に関わりにくい雰囲気がある、あるいは関わるための選択肢が見えない、そんな思いを持っている人も多いのではないでしょうか。

私たちは、60年安保闘争から50年を経た2010年を学生という立場で生きる者として、その闘争の意味をもう一度捉えなおし、現在の学問と社会との接点や、市民が政治に関わりを持つことの意味を考える契機としたいと思っています。

今、沖縄の基地問題は大きな局面を迎えています。

そうした中で、マス・メディアは何を伝え、何に対して沈黙しているのでしょうか。

普天間基地移設問題の根幹にあるのは、まぎれもなく日米安保体制です。

移設候補地に挙がる地域からの「反対」の叫びを、安保体制を論拠に退けるのではなく、基地のたらい回しを支え続けている構造こそが問われねばなりません。

日米安全保障条約の強行採決に抵抗した60年安保闘争は、また、秩序の担い手、政治的主権者としての「国民」ないし「市民」の内発的な形成の契機でもあり、そこには日本の主権をアメリカから取り戻す可能性が内包されていました。

多様な階層、多様な意見の人々の参加に支えられた広範なデモや集会の広がりには、自由で対等な主権者としての連帯意識の形成があったといえます。

しかし同時に、60年安保闘争が「国民的」な盛り上がりを見せる中、当時米軍占領下に置かれていた沖縄の人々、在日の人々など、「国民」に含まれなかった存在について、今日的視点から想起することも大きな課題として残されています。

そのような問題意識を踏まえ、「60年安保を問いなおす
50年後の今・私たち」では、60年安保50周年を契機とし、日本におけるデモクラシーの大きな遺産としての60年安保闘争の肯定的側面を引き継ぐとともに、60年安保闘争における克服すべき問題の所在を明らかにし、現在の世代におけるその継承の仕方を論じてみたいと思っています。

平和の詩：「変えてゆく」

移設問題に揺れる米軍普天間飛行場（沖縄県宜野湾市）の近くに住む高校生（１７）が、２３日の沖縄全戦没者追悼式で平和の詩「変えてゆく」を朗読し、沖縄戦の「負の遺産」を引きずる基地の島の日常を「平和で塗りつぶしていこう」と訴えた。
　「何でこんなにたくさんの人が死ななければならないの…」。小学１年生のころ、戦没者の名前を刻んだ「平和の礎（いしじ）」を初めて目の当たりにし「切なく、悲しくて胸が痛くなった」。８０歳を超す祖母ら戦争体験者たちから聞かされた、激戦の様子や住民集団自決の悲劇。戦没者遺族の今も癒えない心の痛みを詩に込めた。
　一方で、宜野湾市に生まれ育った（Ｎ）さんは、防音対策の二重窓の向こうからも響いてくる米軍機の爆音で授業が中断される生活に慣れきっていた。「違和感を感じるこの状況を今、変えていきたい。戦争につながることすべてをなくしたい」
　中学時代から、平和への「願い」を書いた詩を応募し続けていた。「でも平和は、ただ願ってもやって来ない。自分たちが普段から意識していくことが大事なんじゃないかなと思うんです」

宜野座村議会が可決 日米合意の撤回求める

【宜野座】宜野座村議会（小渡久和議長）は１５日開会の６月定例会で、米軍普天間飛行場の移設先に名護市辺野古を明記した日米両政府の合意撤回を求める意見書を全会一致で可決した。辺野古に移設した場合、名護市と隣接する同村の集落上空を固定翼機やヘリコプターが飛行する可能性が高く、事故や騒音が懸念されている。

　【宜野座】宜野座村議会（小渡久和議長）は１５日に開会した村議会６月定例会で、米軍普天間飛行場の県内移設を盛り込んだ日米合意の撤回を求める意見書案を全会一致で可決した。

　意見書では、同飛行場の辺野古崎移設を盛り込んだ日米合意について「県民の総意を踏みにじる合意は断じて容認できるものではない」と批判。基地を抱える村内の状況を挙げて「代替施設が辺野古に建設されれば基地被害はさらに増大し、これまで以上に生命の危機と騒音の被害にさらされることは明らか」として、日米合意の撤回を求めている。

This is an article written by two writes Shino Yuasa and Mari Yamaguchi .

In the second paragraph of this article, it says, "the two allies agreed to move the Marine Corps Air Station Futenma to Henoko, in a less crowded northern part of the island." This phrase "less crowded" had been used by the former LDP government when they needed to justify the construction of new base in Henoko, but has not been used by Hatoyama when he describes Henoko. Why do the writers still use this phrase? People live there. Children go to schools. That shows how those writers, Yuasa and Yamaguchi, disregard the human rights of Okinawans near Henoko Bay, their rights to live as human beings.

"US, Japan agree to keep Marine air base on Okinawa"

TOKYO -- Washington and Tokyo agreed Friday to keep a contentious U.S. Marine base in Okinawa, with Prime Minister Yukio Hatoyama highlighting the importance of the Japanese-American security alliance amid rising tension on the nearby Korean peninsula.

In a joint statement, the two allies agreed to move the Marine Corps Air Station Futenma to Henoko, in a less crowded northern part of the island. The decision is broadly in line with a 2006 deal forged with the previous Tokyo government, but represents a broken campaign promise from Hatoyama.

In a news conference broadcast nationwide, the prime minister repeatedly apologized for failing to keep his pledge to move the base off the island, which hosts more than half the 47,000 U.S. troops stationed in Japan under a 50-year-old security pact. Okinawa residents have complained about pollution, noise and possible danger from the bases.

"I am sincerely sorry for not being able to keep my words, and what is more, having hurt Okinawans in the end," he said.

Hatoyama said that the government had investigated 40 sites as alternatives for Futenma, including options off the island, but none worked. He said Futenma's helicopter and air assets were needed for nearby Marine infantry units based on the island in times of emergency - reminding listeners that recent events on the Korean peninsula had made the region "extremely tense."

"In Asia, there still remain unstable and uncertain factors, including the sinking of a South Korean warship by North Korea," he said.

"I had to give the Japan-U.S. agreement the priority because maintaining the trust between Japan and the U.S. serves the best deterrence," he added.

The decision had domestic political fallout, too, as Hatoyama dismissed Gender Equality Minister Mizuho Fukushima from his Cabinet for her refusal to accept the agreement. But her party, a junior member in the ruling coalition, will not bolt the government.


"I couldn't betray the Okinawans," she said. "I cannot be a part of an agreement that imposes a burden on Okinawans."

Chief Cabinet Secretary Hirofumi Hirano will take her spot in the Cabinet, Japanese media reports said.

Under a 1960 security pact, American armed forces are allowed broad use of Japanese land and facilities. In return, the U.S. is obliged to respond to attacks on Japan and protect the country under its nuclear umbrella.

The U.S. and Japan "recognized that a robust forward presence of U.S. military forces in japan, including in Okinawa, provides the deterrence and capabilities necessary for the defense of Japan and for the maintenance of regional stability," said the joint statement, which was issued by U.S. Secretary of State Hillary Rodham Clinton, Secretary of Defense Robert Gates, Japanese Foreign Minister Katsuya Okada and Defense Minister Toshimi Kitazawa.

The Futenma move is part of a broader plan to reorganize American troops in Japan that includes moving 8,000 Marines to the U.S. territory of Guam by 2014. But U.S. officials had said that the other pieces cannot move forward until the Futenma issue was resolved.

The two countries said an environmental impact assessment and construction of the replacement facility should proceed "without significant delay." The statement called for a logistical study to be completed by the end of August.

The base, whose plans call for a 5,900-foot (1,800-meter) runway built partly on reclaimed land off the coast of Henoko, faces intense opposition from residents and environmentalists.

They said they would consider moving military training facilities off Okinawa, possibly to nearby Tokunoshima, or out of Japan completely. The accord called for more environmental stewardship, through which U.S. bases in Japan might incorporate renewable energy technology.

The governments still had lots of work to do, said Financial Affairs Minister Shizuka Kamei.

"The safety and noise reduction issues have not been resolved yet," he said.

The joint statement called for sensitivity to Okinawans' concerns.

"The ministers recognized the importance of responding to the concerns of the people of Okinawa that they bear a disproportionate burden related to the presence of U.S. forces, and also recognized that the more equitable distribution of shared alliance responsibilities is essential for sustainable development of the alliance," they said.

グアムの基地反対活動家より沖縄の人々へ

デモクラシー・ナウ！というアメリカの市民団体が、沖縄名護市沿岸部（辺野古）／グアム移設に反対する３人の活動家にインタビューをした。グアムを代表するメルヴィン・ウォン・パット-ボージャ氏が、沖縄の人々に重要なメッセージを呼び掛けている。

「グアムに住む人々はアメリカ人と同等な権利を持たず、いわゆる二流市民です。だから沖縄とグアムの間で話し合うことが必要なんです。本当に多くの人が、グアムをアメリカの一部だと認識しています。沖縄の米軍基地問題を見たとき、これは米軍だからアメリカの問題、だからアメリカに帰れ、と。そしてグアムやハワイをアメリカの一部である、と見るのです。そしてここがオルタナティブ（代替）になると。しかし多くの人々は、グアムにおける私たちの政治的地位というものについても理解しておらず、またその政治制度のなかで我々が闘ってきたことについても理解していません。「オッケー、ここはアメリカね。であればそこに基地を移転しましょう」なんていう単純な話ではないのです。現実にはグアムには、基地の建設に対して多くのレジスタンス（抵抗）がありますし、基地が建設されれば、我々の社会、文化、環境、財政に多くの影響があるでしょう。これは単なる「移設」ではないのです。」


グアムの人々は、沖縄の私たちにグアムの現状についてもっと知ってほしいと願っています。
基地被害に苦しむグアムの人々に、基地を押し付けてはいけない。


沖縄を差別するな。グアムも差別するな。北マリアナ諸島も差別するな。

"You know, but in a lot of ways, we don’t have the same rights as other Americans. And that’s something that’s really important in the discussion between Guam and Okinawa. You know, a lot of folks kind of see Guam as being America. You know, when they look at the bases in Okinawa, they think, you know, this is an American problem, and these bases should be sent back to America. And so, they look then at Guam and Hawai’i as being America. And so, you know, this is the alternative. But, you know, a lot of folks don’t realize what our political status is and the struggles that we face within the political system. And so, you know, this is not just a simple thing of saying, "OK, this is America. Let’s moves them there. You know, the people of Guam want them." You know, the reality is that there is a lot of resistance to this buildup, and it is going to impact us in so many different ways—socially, culturally, environmentally, financially. And, you know, it’s not just a simple transfer."

Prime Minister Hatoyama is visiting Okinawa again on May 23rd. Hatoyama said "Relocation site is within Okinawa. We concluded that we need to relocate it near Henoko, Nago City."

He withdrew what he said before the 2009 election, "relocate Futenma outside of Okinawa or outside of Japan," and said "relocating Futenma outside of Okinawa or outside of Japan will drastically decrease the function of Marine Corps. I would like to wholeheartedly apologize for causing confusion for the people of Okinawa."

Governor Nakaima pointed out that "there is a huge gap between the feeling of Okinawans and the government idea."

The Prefectural People's Committee against the Relocation of Futenma within Okinawa Prefecture organized rally from 9 am on May 23rd, about 400 people attended. They hold yellow signs saying "ANGER."

A lady from Okinawa City attending the rally said "Everyday my life is trampled by the roar of military aircraft. I thought the base will be relocated outside of Okinawa. The Prime Minister does not see us as human beings. I cannot endure this anger."

　米軍普天間飛行場移設問題で、沖縄県の県議や市議ら８人が１７日、鹿児島県徳之島町を訪ね、同町役場で高岡秀規町長に飛行場機能の一部受け入れを求めた。

　町長は拒否した。徳之島３町のうち、伊仙、天城両町長は面会に応じなかった。

　訪れたのは当間盛夫県議らで、「普天間機能の５％、１０％の訓練移転だけでも徳之島に受け入れてもらえないか」と求めた。高岡町長は「沖縄の負担軽減は真剣に考えたいが、徳之島では一切受け入れられない。断固反対だ」と答えた。

5月14日、ハワイ・オアフ島でも、普天間基地を包囲する「人間の鎖」に連帯する集会を連邦庁舎にて行います。

これは沖縄だけの問題ではなく、国際的な問題です。米軍は世界130カ国に配備され、50カ国に恒久的な駐留基地を置いています。1893年、米国が武力によって違法にハワイを軍事占領したのをはじめ、米国やその他の植民者たちは武力と軍事目的によって太平洋を支配してきました。

グアハン（グアムの人々）は、沖縄からグアムへの占領軍の再配備が、小さい島とそれを囲む環礁（リーフ）の脆弱な生態系に打撃をあたえるものとして、反対の声を拡げています。その他の「移設」候補地となっているミクロネシア諸島やマリアナ諸島では、島民は「市民」ではないため選挙権もなく、自らが選んだわけではない外国人司令官のために、まるで家畜のえさであるかのように仕え、そして死んでいくのです。貧困のために軍隊に徴兵されますが、決して将校となることはありません。

沖縄の軍事占領を継続させている理由は、北朝鮮をめぐる冷戦の遺産です。戦闘的な政策は紛争を解決するのではなく、むしろ緊張状態を高め、戦場において苦しみと軍事主義を倍増させるだけです。私たちはすべての集団の安全のため、紛争に対して外交や文化、経済的な交流を通じて、平和的に解決するよう呼び掛けます。

Hawai’i Okinawa Alliance(HOA) calls for demonstration in solidarity with Okinawa and All Pacific

On May 14, diverse people of O`ahu will gather in solidarity with the Futenma rally and other people’s movements throughout the Pacific.

This is an international problem. US military forces are deployed in 130 countries around the world, with permanent bases in 50 nations and growing. From the illegal overthrow and military occupation of Hawai`i in 1893, the US, along with other colonizers, have occupied nations throughout the Pacific with military forces and agendas.

Guahan has shown widespread opposition to the resettlement of occupational forces from Okinawa to Guam that will overwhelm the fragile ecology of this even smaller island and reef system. Meanwhile, other Micronesian and Mariana islands have been considered for relocation, while islanders disproportionately serve and die as fodder for a foreign commander-in-chief they could never vote for as non-citizens, nor serve as officers in this military poverty draft.

Among the tired excuses for continued military occupation of Okinawa is the Cold War relic North Korea. It is clear that these militant policies don’t resolve conflict, but acerbate tensions, suffering and militarism on all fronts. We call for peaceful resolution to such conflicts through diplomatic, cultural and economic exchange towards our collective security.

We demand the clean-up and return of lands back to civil societies to restore true human security and self-determination throughout our island homes. This is not a “not in my backyard” movement, but a “no militarism anywhere” unity rally. We unite as an ohana (family), defending our rights, our homes, and our human security. Similarly, we want occupation armed forces to return to their home fronts, to help rebuild their communities and ultimately our collective human security.

We stand with our Pasifika sisters & brothers united against further military occupation and expansion, including localities not mentioned in this appeal.

On April 16, 2010, Okinawans will be encircling Futenma Marine Corps Air Station in Ginowan City, Okinawa, forming a human chain around the enormous military base as a vote of mass opposition and solidarity against further base expansion in Okinawa, particularly Henoko in northern rural Okinawa, the proposed site of Futenma's relocation.   On April 14, diverse people of O`ahu will gather in solidarity with the Futenma rally and other people's movements throughout the Pacific.

However, this isn't just about Okinawa.  This is an international problem.  US military forces are deployed in 130 countries around the world, with permanent bases in 50 nations and growing.  Because of local resistance in Okinawa, alternative sites have been proposed, such as in Guam and Tokuno Island in the Ryukyu Archipelago (north of Okinawa).  From the illegal overthrow and military occupation of Hawai`i in 1893, the US, along with other colonizers, have occupied nations throughout the Pacific with military forces and agendas.  We stand with our Pasifika sisters & brothers united against further military occupation and expansion, including localities not mentioned in this appeal. 

We demand the clean-up and return of lands back to civil societies to restore true human security and self-determination throughout our island homes.  Recent proposals to relocate forces from Okinawa to Guam, the Marianas, and Tokuno Island are just spreading this problem.  This is not a "not in my backyard" movement, but a "no militarism anywhere" unity rally.  To date, policy makers have not listened to island residents, so we unite as an ohana (family), defending our rights, our homes, our human security and our legacies.   Similarly, we want occupation armed forces to return to their home fronts, to help rebuild their communities and ultimately our collective human security.

US Armed Forces invaded Lu Chu (b.k.a. Okinawa) in 1945, and have never left.  Taking over and expanding Imperial Japanese airfields built by conscripted Okinawans, US military continued to occupy almost 20% of the island of Okinawa, including Futenma Marine Corps Air Station.  Called "the most dangerous airfield" by former Secretary of Defense Rumsfeld, the Japanese and US governments agreed to Okinawan demands for the reduction of military occupation, including Futenma MCAS, which sits in the middle of urban Ginowan City, surrounded by neighborhoods, schools, hospitals and local business that must live with overhead jets and constant fear of accidents, such as the helicopter crash into Okinawa International University in 2004.  In addition to inevitable accidents and the social problems resulting from foreign military occupation, communities around Futenma must endure up to 200 decibel-shrieking flights a day over their neighborhoods and studies have found disproportionate low-weight births and lower academic outcomes in surrounding schools attributed to the noise pollution.  Slated for closure by 2014, Japanese Prime Minister Hatoyama recently announced that complete closure of Futenma is now somehow "impossible."

Among the tired excuses for continued military occupation of Okinawa is the Cold War relic North Korea.  For 60 years, militarist strategies have failed to end the war between the Koreas.  It is clear that these militant policies don't resolve conflict, but acerbate tensions, suffering and militarism on all fronts.  We call for peaceful resolution to such conflicts through diplomatic, cultural and economic exchange towards our collective security, as militaristic approaches have failed.  We link our struggles for peace with the people of the Koreas, sisters and brothers divided by failed, archaic politics.

Ryukyu Asahi Broadcasting (QAB) captured a Dugong, swimming in the Eastern Coast of Nago City.

Both Environmental Ministry and Defense Ministry have admitted that the ocean area from Henoko Bay to Kayo Bay is "the important sea area for the inhabitant of Dugong."

The Nature Conservation Society of Japan is warning that, "seagrass beds, which feed dugong, are distributed in the shallows in front of the Camp Schweb. Therefore, even the pier plan proposed by the government, surely vanish the seagrass beds. Moreover, change of sea current would possibly vanish the distribution of the seagrass."

In 2006, Washington and Tokyo agreed to shift thousands of U.S. Marines from Okinawa after complaints that, with half of Japan's population of 47,000 US military personnel, the island was over burdened. Part of the deal struck by the two nations involved the relocation of forces and a massive military buildup on the island of Guam, without consulting the Guamanian population. Currently the US military occupies approximately 1/3 of the Guam's landmass. One of the many issues local Guam residents are concerned about are the measures the military will take to acquire the additional lands they seek to complete their mission. An Environmental Impact Study (EIS) was released last November using vague language making it unclear to private landowners whether or not the military would seek to negotiate with landowners instead of resorting to the use of eminent domain and/or land condemnation. This petition calls for the military to reveal to the public their plans to acquire land and to extend the period of time residents have to review and respond to said plan.

２００６年、在日米軍４万７千人の半分が駐留する沖縄の過剰負担の不満を受け、日米両政府は、沖縄からグアムへの数千人の海兵隊の移転に合意した。日米２カ国による合意には、グアムの人々との協議もなく決定された、グアムへの米軍隊の移転と大規模な軍事強化（military buildup）が含まれていた。

　【名護】任期満了に伴う名護市長選挙は２４日投開票され、米軍普天間飛行場の辺野古移設に反対する新人の稲嶺進氏（６４）＝無所属、社民、共産、社大、民主、国民新、政党そうぞう推薦＝が、移設を条件付きで容認してきた現職の島袋吉和氏（６３）＝無所属、自民、公明支持＝を破り、当選することが確実になった。

　５月末までに移設先を決定する鳩山内閣にとって、日米合意された同計画の選択は極めて困難となった。


On 24th, the voting and ballot counting of the Nago mayoral election, due to term expiration of current Mayor Shimabukuro Yoshikaz, were conducted. Mr. Susumu Inamine (64) (Independent, supported by Social Democratic, Communist, Socialist Masses, Democratic, the New National Party) opposing the relocation of Futenma Air Station Henoko U.S. military, is certain to win over Mr. Shimabukuro Yoshikazu (63) (Independent, supported by LDP, New Komeito) conditionally accepting the relocation.
It is going to be very difficult situation for Hatoyama Cabinet which ought to decide where to relocate by May.

　【名護】ドイツの日刊紙「フランクフルター・アルゲマイネ・ツァイトゥング」東アジア担当特派員のペトラ・コロンコ記者が２１日、名護市辺野古を訪れて米軍普天間飛行場の移設問題などを取材した。
　コロンコ記者は辺野古で基地移設に反対して座り込みを続ける当山栄さんらから話を聞いた。当山さんは移設の経緯や新政権の対応、市長選挙立候補者の考えなどを説明した。「沖縄に日本の基地の７５％があるのはおかしい。県民の多くは辺野古への移設に反対している。アメリカの侵略戦争に反対し、豊かな自然を守るため座り込みを続けている」と話した。
　コロンコ記者は「現場にどのような意見があるのか知りたかった。辺野古はきれいで守るべき自然があると思う。反対する理由が理解できた」と述べた。

[Megumi Chibana, Correspondent] On January 12th, US Secretary of State Hilary Clinton, visited Honolulu, spoke about the problems in Asia and the Pacific at the East-West Center. Okinawa Defense Bureau has been planning construction of 6 US Military helipads in Takae, Higashi Village, in northern part of Okinawa Island. Takae is about 1 hour from Henoko by car. The attached PDF file is about Takae.

14 residents including children were filed for provisional disposition of "traffic obstruction" by Okinawa Defense Bureau (because they sit-in in front of the gates of miliary traning area). Residents gained support from lawyers and requested the court in Okinawa to reject the request from Okinawa Defense Bureau. 12 residents were freed but the court ordered 2 residents not to obstruct traffic and should not continue sit-in action. Residents of Takae and the lawyers' group are going to ask the court not to prosecute the two residents and to stop the construction.

Relocation Threatens Dugong Habitat

Riding on the Heiwa Maru (Peace) across the Oura Wan Bay...

Thanks to Takuma san, we went for an hour and half boat ride on the Oura Wan Bay.

The sea was really calm, although it was raining... We enjoyed its clear blue water and colorful fishes!

Then we took a short tour to small island and listened to Takuma san's ohanashi...

"Oura Wan Bay is fan-shaped, and the sea bottom sometimes goes very deep such as at 60m depths. This type of topography is rare for Okinawa Islands, as most of these islands are surrounded by coral reefs...This unique shaped bay holds complex and rich ecosystems...(Marin Life of Oura Wan Bay)"
